GUEST EDITOR'S INTRODUCTION THE ETHICAL DEBATE OVER CYBERWAR

摘要

We live in an age of precipitous change. Technology advances so quickly that we are no longer surprised to discover that a system or device that was cutting edge only a few short years ago, or even months ago, is now obsolete. So too have the means of waging war changed at a similar pace - newly emerging military technologies have transformed the landscape of modern warfare and the structure of toda/s armed forces. One of the most potentially profound changes is that war can now be waged in the cyber-realm itself. The reality of cyberwarfare brings with it new moral challenges and raises unique ethical questions that must be addressed. The present debates over the ethics of cyberwar are thus important, timely, and weighty. I am grateful to the editors of Journal of Military Ethics for agreeing to host this special issue on the ethics of cyberwar, and for allowing me the honor of guest editing it.
