摘要

Metropolitan Water District of Southern California sponsored the West Coast Water Agencies Benchmarking Forum to evaluate the capital project delivery efficiency of agencies responsible for major water infrastructure. The goals of this program were developed by the participants and guided activities throughout: 1. Establish a performance standard (benchmark) for project delivery. 2. Determine how to measure performance relative to the baseline. 3. Identify key activities that drive performance. 4. Identify Best Management Practices (BMPs) relative to performance drivers. Findings include a new model for measuring project delivery costs, the importance of planning, and BMPs to directly address performance drivers.
