72. For all these reasons I reject the submission that the Localism Act has brought about a fundamental change in the proper approach to planning applications so as to vitiate the conclusions reached by the Secretary of State in this case. I affirm the provisional conclusion reached at [49] to [52] above. These challenges to the Secretary of State's decisions fail and must be dismissed. 73. Although I have not acknowledged their individual contributions in the course of this judgment, I am grateful for the clear and economical submissions of all counsel in this case.
