It is to be expected that uncertain times in international affairs encourage the appearance of books and articles dedicated to predicting the shape of the coming new global order. It is equally uncontentious to assume that periods of stability lead to a general sense that the laws and institutions governing international discourse are a permanent feature of human existence, and that talk of radical change is unproductive dreaming. The irony of this is that global stability appears to discourage innovation in the study of international relations (IR), and our Utopian juices seem to be redirected towards the local and national once we feel that the global is no longer a threat. There have been two periods of global stability over the last two centuries - the 'short' nineteenth century from the 1820s to the 1870s, when the European great powers successfully managed a global oligopoly under the protective umbrella of a maritime Pax Britannica, and the period of bipolar duopoly between 1950 and 1989.
