Farmworkers, no less then other workers, deserve to work in a safe, nonhaz-ardous work environment. Since more needs to be learned about the health effects of pesticides, immediate efforts should be directed toward prevention. The new EPA Worker Protection Standards are sufficient, but need to be diligently enforced. Because the common law tort system and the workers' compensation system often fail to provide adequate remedies for injured farmworkers, Congress should establish an administrative compensation system under which compensation can be readily obtained. Such an administrative remedy will appropriately shift the burden of farmworker injury to pesticide manufacturers who, in fairness, should bear the full cost of the pesticide products they sell.
