Sacrifice For Stalin: The Cost And Value Of The Arctic Convoys Reassessed, David Wragg. (south Yorkshire: Pen & Sword, 2005). Pp. Xv, 224, $39.99
In his introduction David Wragg promises that in his book "for the first time, the whole question of whether or not the sacrifice [of aid to Russia] was worthwhile is examined" (p. xiv). This is an important question, and answering it would mean utilizing the most recent historiography, scouring British and American archives, and analyzing economic, military, and strategic elements of decision making, and their results, to come up with a remotely convincing answer. Wragg does not even make the attempt. Instead the reader is treated to what feels like Cold-War deja vu. Wragg's central argument is an ahistorical one. He asserts that the Arctic convoys were a waste because they helped the Russians beat the Germans, and therefore contributed to a stronger Russia confronting the West in the Cold War. He thus takes for granted that the Allies were destined to win, and that the Russians were too, assumptions that only the most devout optimists could have held at the time.
