Indian Regional Navigation Satellite System (IRNSS) also named as Navigation with Indian Constellation (NavIC) is self-evolved regional navigation system in India. The IRNSS signals received by user are time tagged with on -board time. IRNSS on-board satellite time is represented in week number and time of week that can accurately represent IRNSS system time on correcting with broadcast clock parameters. After launching the satellite with navigation payload switch on, on-board satellite time starts from Week Number 0 and Time of week 1. In order to obtain valid measurements, on-board satellite time has to be synchronized to IRNSS Network Time (IRNWT) which is reference to the IRNSS system time. This paper describes IRNSS ground reference timing system, on-board timing system and the strategy for IRNSS on-board system time synchronization to the IRNWT using one way range measurements with an accuracy of less than 97.75 ns. The residual and accumulated on-board satellite time error over a period due to on-board clock drift and aging is broadcasted as satellite clock corrections through navigation message. Resolution and maximum range of IRNSS satellite clock correction parameters are provided. After onboard time synchronization, procedure to compute satellite clock correction parameters is addressed. These clock parameters need to be broadcasted to the user to account on-board time offset with respect to ground reference time.
