The decline of voice revenue in the international inter-operator wholesale market can only accelerate in the years to come. International wholesale voice has indeed become a commodity business, deeply impacted by the fierce competition between providers and regulatory initiatives such as the regulation of mobile termination rates (MTRs) and roaming charges. While there is the risk of voice over internet protocol (VoIP), in terms of calls generated by PC users, the exact impact is difficult to assess. A significant share of this traffic is still conveyed by traditional voice carriers, but quality and security issues related to the use of the public internet still slow down its penetration in the mobile operator community. Introducing IP technology into their network will be an opportunity as wholesale providers will be able to offer new services required by the market and generate efficiencies. Still, the cost of implementing such technology, together with the expenses related to the additional resources required to manage the growing business complexity, will put the profitability of the international voice business under pressure. By selling or merging their business into a larger structure, some operators have understood this but most of the players are still trying to maintain, sometimes artificially, their voice business. All of this, in the longer term, will lead to the migration from the traditional per minute model towards an IP-based data exchange, in which voice is conveyed among other telecommunications services (messages, video, music etc) through secured and private IP connections. It is expected that only big players will be able to implement such a model successfully. The only viable strategy for wholesale operators therefore will be threefold: pursuing the consolidation of the business in order to get the size which will allow a greater bargaining power and larger scale needed for the required investments, preparing the migration of voice onto (mobile) data exchange by taking an active role in the various IP initiatives and diversifying sources of revenue towards new services with higher added value.
