The first chapter discusses the evolution of water demands, governance, and analysis. It also presents an overview of the book and introduces concepts associated with policy making.rnChapter 2 presents a detailed history of water resource planning from 1800 to the present. The earliest focus was on navigation and private power provision. From 1900 to 1933, multipurpose planning, flood control, and conservation were introduced. In 1933 through 1943, policy focused on economic stimulation projects and economic analysis. From 1943 to 1969, multiple objectives, such as economic development, water quality preservation, and environmental protection, were important. The period 1969 to 1980 emphasized water quality, environmental quality, and water project soundness. Prime topics from 1980 to the present are water quality, environmental restoration, de-emphasis of structural solutions, and cost sharing. Leading legislation and attitude changes by the public and Congress are discussed for each period.
