As Dowell Myers points out on the back cover of this short but thought-provoking book, the ongoing foreclosure crisis hinted at in the volume's title is only "the tip of the iceberg in William Lucy's tale of a brave new metropolitan future." Foreclosing the Dream is, in fact, a bold attempt to predict where American metropolitan development is headed over the next two or three decades. Lucy, Professor of Urban and Environmental Planning at the University of Virginia, argues that there has been a "profound and rather sudden shift in the momentum of metropolitan development," marked by a return of residents to central cities and a reversal of the decades-old pattern of (primarily white) "flight" to the suburbs (p. 4). He identifies four main reasons for such a historic transformation: "changing tastes in homes and neighborhoods;" "changes in the demographic structures of American society;" "changes in the cost and predictability of energy;" and "a new consciousness of the cost to the earth of failing to restrain our volume of climate-changing emissions" (p. 5). His forecast is for more widespread central city revival, at the expense of intensified suburban decline.
