On 5 October 2018, Trade Commissioner Malmstroem announced the European Union's (EU) potential withdrawal of preferential trade arrangements with Myanmar in response to reports of genocide and crimes against humanity. By an unfortunate coincidence of timing, the previous day saw the publication of the Commission's evaluation of its Generalised System of Preferences (GSP) that benefits the world's poorest countries including Myanmar. It found that 'the reformed GSP has contributed to the promotion of sustainable development and good governance.' Myanmar's own rather glaring lapses in governance were not mentioned. This episode painfully exposed the inconso-nance that underlies the institution's pursuit of trade liberalisation and stated commitment to human rights.
