European Union—Israeli relations have undergone an impressive evolution from a legal perspective, yet they remain charged from the political perspective. Moreover, a wide gap has been created between the de jure and de facto economic and trade value of the 1995 Association Agreement, the main instrument governing their bilateral relations. Recently, both parties have expressed an interest in enhancing their relations. The European Neighbourhood Policy provides a golden opportunity for bridging the gap between the legal and political realities, and between the potential and actual value of the Association Agreement. This article offered a new juridical model for enhanced EU—Israeli relations and analysed the legal obstacles and challenges that lie ahead for its implementation. The first challenge is to establish the most suitable legal basis for the proposed enhanced relations. This article has argued that the retention of the prevailing Association Agreement is preferable to other legal apparatuses, including in particular that of the European Economic Area.
