The purposes of this study are to apply GIS(Geographic Information System) database in regional development plan and to develop the method of creating database, which can integrate the data. Furthermore, we organize the process system based on constructed database and examine its features and effectiveness by eliminating some sliver polygons. The study includes two main subjects. The first one is to handle the problems of manual data in GIS database in order to find the problems with the comparison of various map scales.
