摘要

The “Exzellenzinitiative” produces a permanent split of German universities into a small minority of approximately 25 elite and research universities and a broad majority of universitites only for education. This split widens the existing relatively modest differences in research quality to a fundamental difference between elite and mass. Although there are only differences beween individual scientists the competition awards excellency to entire universities. Against the official claim, the status of an elite university only for a smaller part is based on achievement, for a greater part on financial power. The consequences of this competition will be a massive increase in social selectivity within the German university system on the one hand anda reduced quality of the entire German university system on the other.
