Drones continue be a thorn in the FAA's side with crashes at stadiums, near misses to parachute demonstrations and other issues that may reflect to some degree a backlash of drone users. Or it may simply be a lack of knowledge of the rules, and the terms the FAA is using as to whether something is mandatory as far as airspace prohibitions or recommended under the title of "Best Practices." Clearly the skill of the users as well as the quality of the drones is all over the map. In our view, the FAA may be trying the homebuilder approach of education, and self-policing versus a "hammer approach." The FAA published an advisory circular on drone use dated Sept 2015, which summarizes the various laws and requirements pertaining to drones. There is some clear policy and some that makes even an experienced pilot scratch their head. There seems to be an expectation that drone users are hobbyists, where we think there is a large segment that is simply out to make a buck and view themselves as news-gatherers. That will not mix well with severe airspace limits.
