Securing the wires and hoses in your engine compartment against chaffing is the responsibility of the mechanic involved in the replacement or repair of these items, but too often the job is either hurried or ignored for more important tasks. Sometimes it is the owner who says: "do the minimum to pass." This approach can haunt you in the long run. Other times it is just expediency of the mechanic. This leaves the burden to you, the owner, to make sure things are right.
