When Valvoline's Fran Lockwood called API's Lubricants Committee to order at its mid-November meeting in Houston, she might have speculated on the history of this influential industrywide body, which she has chaired for the past two years. For at least three decades this committee has been the decision point for almost all industrywide engine oil initiatives ― the first licensing program in the '80s, called the Engine Service Classification System; that program's evolution in the early '90s to API's current Engine Oil Licensing and Certification System (EOLCS); the "donut" and "starburst" licensing trademarks; after-market audits; base oil clas- sification; viscosity grade read-across guidelines; and the most recent innovation, the single-technology testing matrix.
