It is frequently said in the base oil industry that decisions affecting supply often have little to do with base oils. Often, they are made by refiners who are more focused on fuels. In other words, base oils are a tail that does not wag the dog. It behooves those in the base oil market, then, to pay attention to big refining trends. The biggest these days ― of the past few decades, to fact — is the shift to cleaner fuels. In an attempt to stem air pollution, nations throughout the developed world are adopting stricter regulations on the content of automotive fuels. Those regulations are forcing refiners to spend tens of billions of dollars, and some of those dollars will inevitably affect base oils. Compared to a few years ago, analysts have scaled back on the degree of impact projected, but they still predict significant changes for base oils. They forecast reinforcement of the most important recent trends in the base oil industry: increased supply of premium stocks and elimination of more Group Ⅰ plants.
