Fisheries and aquaculture in Togo: Overview, performance, fisheries policy, challenges and comparative study with Ghana, Mali, Niger and Senegal fisheries and aquaculture

This paper presents an overview of fishing and aquatic products industry in Togo, and a comparative analysis of its performance with four other countries. Our analysis reveals that despite the country's potential in coastal and freshwater fishery, national production remains well below domestic consumption of fish. This obviously leads to a huge demand and massive fish imports into the country where natural resources are relatively abundant for its production. Fisheries and aquaculture play important roles in the country's economic development in terms of food, income, and employment. However, key obstacles inhibiting the sector's performance relate to the inadequate technical knowledge of the fisheries professionals, unsuitable fishing equipment, overfishing, difficulty in accessing aquaculture inputs and, harmful effects of climate change on aquatic resources. Despite government interventions, policies implemented to increase national fish production have led to mixed results. Compared with the rapid development of the aquatic products industry in Ghana and countries such as Senegal, Mali and Niger, our findings reveal that Togo's performance in terms of total fisheries production, aquaculture production, net exports and fisheries policy is by and large mixed. This study therefore recommends that relevant fisheries policy invests more in creating favorable conditions for fish farmers and fishermen to effectively increase domestic fish production. Consequently, there is need to support the development of fishery infrastructure hatcheries and subsidizing feed subsidy. Essentially, to avoid overexploitation of fishery resources and meet renewable fishery goals, there is a need for aquaculture development. Finally, establishing aquaculture research institutions associated with training in fisheries and aquaculture at the University of Lome ' will be highly beneficial to Togo's fisheries and aquaculture sector. At the same time, cooperation between Togo and Senegal and with the leading countries in fisheries and aquaculture could lead to better performance in Togo's fisheries production.
