One of Hand's (2016) main distinctions is that between representational measurement and pragmatic the pragmatic examples being drawn from the behavioral and social sciences. I suggest that measurement needs to be both representational and pragmatic and that the characteristics that make measures useful are invariance, import/utility, and the robustness of the claims based on the measures.
