Briggs and Peck's paper describes an elegant potential framework for at least beginning to address 3 priorities in large-scale assessment that have not been adequately addressed because of competing with a long-standing focus on broad measurement of achievement: meaningful measurement of student growth, more useful reporting for policy makers, and more useful reporting for individual educators. There are clearly difficulties introduced by this framework in many areas, including psychometrics, policy, and score interpretation. However, the issues that this framework has the potential to address are profound. We hope to see implementation of, ongoing research on, and refinement of this framework, and we offer an alternative to full implementation we feel is more likely to offer a stepping-stone to such a dramatic change of policy in educational measurement.
