Adapting Measurement to the Demands of Test-Based Accountability: Rejoinder to Commentaries

My goal in writing Adapting Educational Measurement to the Demands of Test-Based Accountability was to help spark a useful debate in the testing community. The thoughtful commentaries offered to date are therefore gratifying. In different forms, Kane, Thissen, and Braun all argue that altering the practices of testing will be insufficient and that we need to rethink the ways in which tests are used for accountability. Kane, for example, wrote that "rather than adapt educational measurement to the demands of accountability, I think that we should argue for school and teacher evaluation systems that recognize the limitations of standardized tests as instruments of policy." Thissen concurs and argues that the weight placed on a single test score is inconsistent with the Standards. Braun argues that we need a system that lessens the incentives to inflate scores. I could not agree more strongly and have often made similar arguments. Indeed, when addressing policy audiences, I've argued that improvements to testing, while important, are less important than changing the accountability system into which they are embedded. I deliberately restricted my paper to matters within the purview of the field, but I am grateful to Kane, Thissen, and Braun for placing my narrower discussion into its proper context.
