摘要

A panorama of the decentralization process in Mexico regarding health is presented, inside of which the health services of 14 states of the Republic have beendecentr alized and the 220 existent sanitary jurisdictions have been fortified by procedures modernization and human, material and financial recourses actualization. Likewise, it is commented the start of the Health Sector Reform Program through of which is foresee to give fulfillment at the objectives of the National Development Plan from four basic slopes: the decentralization to the federated entities of the health services for open population, the establishment of the states health systems, the extension of the cover and the continuous quality improvement of the services. Later on, it describes the creation and functioning of the National Health Council, instance of permanent coordination between the Federation and the federated entities for planning, programming and evaluation of the health services, whose works to have resulted of large importance as: the conformation of a renewed health attention model for open population, the design of the Health Services Basic Package and the creation of the Continuous Quality Improvement Program of the Health Services for Open Population. Finally, the decentralization process of the actions destined to the prevention and combat of AIDS is examined, which works by the creation of state organs, similar and in coordination with the National Council for AIDS Prevention and Control (CONASIDA) and with the National Center of Blood Transfusion.%Se presenta un panorama del proceso de la descentralización en México en materia de salud, dentro del cual se han descentralizados los servicios de salud a 14 estados de la República y se ha fortalecido a las 220 jurisdicciones sanitarias existentes mediante la modernización de procedimientos y actualización de recursos humanos, materiales y financieros. Asimismo, se comenta la puesta en marcha del Programa de Reforma del Sector Salud a través del cual se prevee dar cumplimiento a los objetivos del Plan Nacional de Desarrollo a partir de cuatro vertientes básicas: la descentralización a la entidades federativas de los servicios de salud a población abierta, el establecimiento de los sistemas estatales de salud, la ampliación de la cobertura y el mejoramiento continuo de la calidad de los servicios. Posteriormente, se describe la creacióny funcionamiento del Consejo Nacional de Salud, instancia permanente de coordinación entre la Federación y las entidades federativas para la planificación, programacióny evaluación de los servicios de salud, cuyos trabajos han generado resultados de gran importancia como: la conformación de un modelo renovado de atención a la salud para población abierta, el diseño del Paquete Básico de Servicios de Salud y la estructuración del Programa de Mejoría Continua de la Calidad de Servicios de Salud para Población Abierta. Finalmente, reseña el proceso de descentralización de las acciones destinadas a la prevención y combate del SIDA, el cual funciona apartir de la creación de órganos estatales similares y en coordinación con el Consejo Nacional de Prevención y Control del SIDA (CONASIDA) y con el Centro Nacional de la Transfusión Sanguínea.
