The rapid growth of user traffic from smart phones and tablet PC is a very severe problem in the next wireless cloud era, because they will overtake the new wireless spectrum allocation and new wireless technology research and development It is considered that the traffic offloading to micro/pico/femto-cell system, such as Wireless LAN or femto-cell radio base station, is the main issue to be solved. This paper proposes service level agent with SIP Multi-Homing networking, which can maximize user utility, such as delay and throughput Configuration and protocol stacks are defined and various performances of FTP and video streaming service were calculated by software simulation. Results are compared with that of the other selection algorithms, i.e. FTP priority, Video-streaming priority and even selection algorithms. From the results, it is proven that the proposed service level agent, that considers the wireless media context and application service type, shows best performance.
