On many mornings over the past three years, rectangular boxes the size of shipping containers could be spotted in the sky over Brooklyn. From the window of my second-floor apartment, I watched as shrink-wrapped modules were hoisted by crane-some as high as 350 feet off the ground-hovered for a few minutes, and then, as workers steadied them, lowered down onto identical units. The stacking was a spectacle suited to the ambitions of the tower. Until a high-rise in China surpassed it, the 32-floor tower, located within the Atlantic Yards development, was to be the tallest modular structure in the world. But what was hailed as a game changer for the prefabrication industry (developer Forest City Ratner boasted of an "iPhone moment") and a boon for affordable housing (half of the 363 apartments are below market rate) was completed years late and considerably over budget. Little by little, as these 930 modules were stacked, the steel frames became misaligned and water crept in, causing leaks, then litigation.
