Michigan-based nuclear power companies, universities, and industries gen- erate enough low-level radioactive wastes(LLRW) to qualify the state as a major producer. The volumes vary from year to year, but Michigan has ranked among the largest generating states since the 1980s and in the top ten all but one year between 1995 and 2000(Manifest Information Management System 2001). LLRW attracted little attention until Congress passed the Low-Level Radioactive Waste Policy Act on December 22, 1980(U.S.Public Law 96-573, 1980). The legislation was deemed essential because thousands of facilities throughout the country were generating LLRWs, but only three disposal sites were licensed to receive them.
