摘要

There has been much debate about the role of open source information and Open Source Intelligence (OSINT) in national security since the events of 2001. The Intelligence Reform and Terrorism Prevention Act of 2004 calls for the newly created Director of National Intelligence (DNI) to create a "center for the collection, analysis, production and dissemination of open source intelligence to the Intelligence Community (IC)." The Act further calls upon the DNI to ensure that the IC makes efficient and effective use of open source information and analysis and integrate open source intelligence into the national intelligence cycle. In response to this interest and legislative action, the Office of the Under Secretary of Defense for Intelligence (OUSD(Ⅰ)) undertook a broad assessment of OSINT organization and practices within the Department of Defense (DOD) and reported that there was a lack of formal doctrine, policy, and design.
