The French National Assembly has argued in a July report into outsourcing that the process of 'contractorising' services has been driven too much by short-term factors, such as in-year budgetary problems, than by rational thought on what should be retained as core services. The report covers a vast range of outsourced services in the French defence arena, including: public-private partnerships; comparison of the cost of in-house and outsourced service support; the contractorising of support for air and naval forces; military and commercial shipping of freight by air and sea; 'soft' service provision such as real estate management and in-barracks life-support services; supply chain management; and tactical in-flight refuelling.
