America's warriors have always tended to see war as something that is won or lost in battle, a perspective that General Douglas MacArthur famously summarized when declaring, "In war, there is no substitute for victory." In recent decades, even the U.S. failure to achieve the desired political ends of conflicts in countries like Vietnam, Lebanon, Somalia, and Bosnia has not substantially altered this viewpoint.
