The comprehensive strategy review will present the elements of a resource-driven strategy with new force structure analysis based on specified resources. The magnitude of the directives to reduce the budget will affect the intensity of the resulting force structure debate. In such an environment, working from an objective and logical framework provides an anchor to guide the discussions as they inform decisions. To avoid the mistakes of the past, the Army will need to make educated decisions about its force structure.
