Afghanistan is still winnable, but it is on a downward and possibly terminal spiral if we continue to operate as we are. Urgent action is needed now to repair the advisory mission to the Afghan Army and Police. Many of these changes will be politically difficult to undertake. Many others, however, are necessary because of the structure of CSTC-A, and are more easily fixed. While repairing the advisory mission alone will be insufficient for victory in Afghanistan, it will be a major start. Rapidly adopting the 12 changes discussed above would be both an effective beginning and a bold statement that the effort to build, train, and sustain Afghan National Security Forces is truly our number one priority.
