Nowhere is this more evident than in its naval projects. The much-her-alded National Shipbuilding Strategy (NSS) was launched in 2010 following the failure of Canada's public works procurement organisation (Public Services and Procurement Canada - PSPC) to buy a new Joint Support Ship to replace the Royal Canadian Navy's (RCN) ageing replenishment ships. The NSS has chosen to focus on the domestic construction of its future naval vessels in two shipyards, one on each coast: Irving Shipyard in Halifax, Nova Scotia, which will build combat ships and SeaSpan's Vancouver Shipyard the non-combatant vessels. But eight years later not a single ship under that strategy has been delivered to either the RCN or coast guard.
