Even as Vietnam seeks to acquire new capabilities and build up an indigenous defence industry, the Vietnam People's Army (VPA) still works extremely hard at keeping its arsenal of legacy equipment. This article highlights the country's defence capabilities. In October 2015, Vietnamese media reported on an article written by Lt.Gen. Le Huy Vinh, the Commander of the Vietnam People's Air Force (VPAF) and their ground-based air defence assets, where he had announced that the Rafael SPYDER air defence missile system had been adopted by the VPAF. This is one of the most significant defence acquisitions from Israel thus far by Vietnam and marks a further development in diversifying Vietnam's defence equipment supplier base. Vietnam does not normally make a habit of announcing its defence purchases, when it does, it does so for a reason: Sending a message to their primary security concern. With the message being that they are continuing improve their defensive capabilities and that any aggression against them will be a costly proposition. In this context, the primary security concern of Vietnam is China.
