What are the characteristics of successful or unsuccessful counter-terrorism (CT) campaigns? What do we need to learn in order to better handle this threat? This article sheds light on how we counter terrorism and insurgency in the 21. Century. In a year of terrorist massacres, just one week in November saw a barrage of carnage waged in the name of violent Jihad: Mass suicide bombings in three capitals, Ankara, Beirut, and Paris, killing hundreds, and the downing by an aircraft, killing all 224 on board, by an explosive device. It was a year of shootings - from Paris in January and in November -Europe's worst jihadist attack since the 2004 Madrid bombings; and a jihadist-inspired shooting outrage in San Bemadino, CA, in December. As an insurgent-terrorist group with an unprecedented reach and hold on territory, and with an apocalyptic doctrine and intent and ability to commit mass murder on a wide scale, the so called Islamic State (IS) terrorist militia, aka Daesh, is attracting a growing number of adherents in many countries outside of their main theatres of operations in Iraq and Syria - to Libya, Egypt, Algeria, Lebanon, Afghanistan, and Pakistan.
