The Indian defence procurement and production sectors have witnessed significant developments in recent times. It is important to understand the systemic changes and their cumulative impacts, and to know the key agencies/actors and their roles in effecting policy changes at institutional and implementation levels. This article addresses institutional mechanisms within the MoD, and examines the role of other ministries and industry bodies. Indian defence procurement and production related policies and institutional mechanisms for implementation are carried out by multiple ministries, departments and agencies, although the bulk of them are dealt with by the MoD. The flow chart below explains the structure of the apex. At the apex lie the intertwined political, civil and military bureaucratic structures - the Cabinet Committee on Security (CCS), headed by the Prime Minister, who along with his senior cabinet colleagues, is responsible for providing directions for Indian defence and security affairs.
