The US recognises that its best recipe for success is to work in coalition with other nations who share regional security interests, particularly those countries in NATO that will also be willing to share the burden in particular regions. By doing this is can effectively reach and work out of more diverse areas while sharing the political responsibility and logistical burden. With an upturn of attacks in Europe, from coordinated multiple targets such as those in Paris, to more isolated yet still very public incidents including a variety of knife attacks, the threat of violent extremist organisations (VEO) is very much in the minds of European leaders.

The collaborations analysed span academia, civil society and government, from the grassroots to the national and global levels.
