In December 2014, at a seminar to mark the 10th anniversary of the Istanbul Cooperation Initiative (ICI,) NATO Secretary General Jens Stoltenberg confirmed the initiative had "sent a very strong signal that the security and stability of the Gulf region is important to NATO, just as the security and stability of the Euro-Atlantic region is important to the Gulf." Elevating NATO's Mediterranean Dialogue to a genuine cooperative framework for security and defence, the initiative brings Bahrain, Kuwait, Qatar, and the UAE into much closer cooperation with NATO at a variety of levels. Some might argue - with justification - that such an initiative is self-evidently a strategic development. However, the substance of the initiative contains within it the basis of cooperation and collaboration at the tactical level.
