For the fiscal years 2016-2020, the US Navy (USN) has reduced its planned buys of F-35Cs by almost one-third, while committing almost U$800 million to new standoff-weapon developments. Speaking at the USN technology conference in Washington DC on 4 February 2015, Chief of US Naval Operations Adm. Jonathan Greenert downplayed the importance of advanced aircraft (including stealth), in favour of payloads like standoff-weapons. In explaining this shift, Greenert reemphasised the rising demand for increased ranges as, "stealth may be overrated or may become further mitigated. If you move through the air fast that puts out heat and emissions, you are going to be detected. Therefore, the value of air-to-air (ATA) and air-to-surface (ATS) weapons hitting ever further away will continue to gain in future conflicts."
