摘要

The Indian Army has spent U$7 billion on procurement in the two fiscal years leading up to 2011, and its offspring is expected to keep growing to about $50 billion in the next 10 years. The world's second biggest Army in terms of manpower has been on a modernisation drive since the Kargil war against Islamic militants in 1999 and has seen major improvements to its equipment and C2 systems over the last decade but critical gaps remain. The foremost are inexplicable delays in the acquisition of various types of artillery and land systems. When Gen. Bikram Singh took over as the Chief of Staff of the Indian Army (IA) in May 2012, much hope had been raised that critical procurement would be accelerated. That hope remains as Gen. Singh is known to push for the men and women under his command to get the best of equipment, and there have been reports that India's notoriously slow bureaucracy has been galvanised to accelerate the procurement of certain urgently needed military hardware.
