In centuries past, the ability to move freely on land, on water, and in the air expanded human horizons, connected distant communities and enabled the growth of nations and empires. When they went to war, these actors came to recognise that victory or survival depended on their ability to use these environments and to deny them to their enemies. The same has been true of the electromagnetic (EM) spectrum, particularly the radio frequency portion, since WW II. But its value has not always been accorded the recognition it deserves even by the military, let alone politicians and the public.
