Complex. Multi-layered. Comprehensive. Cohesive. Responsive. These are all words used by those responsible for the formulation and implementation of national defence and security policies around our planet to describe the nature of the task they face - and, not infrequently, to point to reasons those policies occasionally falter in the face of changing circumstances. Easy though it is to criticise and cavil when things inevitably go wrong - hindsight, of course, provides us with 20/20 vision - it is worth sparing these good people a thought and understanding just how "complex and multi-layered" the task is. Establishing, resourcing, supporting and modifying defence and security policies has rarely been more difficult.
