L3Harris' Soine said that, as the overall battlefield is modernising and adopting fully-fledged C4ISR systems, "the soldier echelon, or 'tactical edge' of the battlefield has struggled to keep pace. It is always the intention for modern militaries to provide comms gear to as many, if not all of their soldiers, but the budgets to support that vision are not always obtainable, so it forces militaries to prioritise [...] As they bring the soldier echelon into the overall C4ISR systems, militaries want to use the soldier as a sensor on the battlefield, in order to generate and disseminate as much data (video, Blue/Red PLI reports, sensor data, biometrics, situatio-nal awareness, etc.) to make their missions most effective."
