Two or three decades ago, trying to look forward six or seven years in the air power domain would have been challenging - perhaps even exciting. Technological advances and doctrinal changes brought about by the end of the Cold War and political exploitation of the so-called 'peace dividend' meant things were changing rapidly. New-found motivation for industrial and defence cooperation meant opportunities lurked around every corner. Today, although the pace of technological change continues to accelerate and politicians pay lip service to cooperation, the landscape is far less certain and much more difficult to predict. Especially with a short-term perspective of only six years or so. MT examines some of the issues underlying this change.
