Based on the Constitution, the National Congress holds the power to authorise the Executive to declare war and make peace, as well as to permit the deployment of foreign forces on national territory and to deploy national forces abroad. Congress is also tasked with overseeing the Armed Forces in both peacetime and in war, and to establish the norms for their functioning. The Senate reviews and approves the appointments of the upper ranks of the Armed Forces, as proposed by the President. The combat elements of the Armed Forces cannot be deployed for internal security missions, unless in self-defence or following the declaration of a state of siege under the relevant constitutional procedures. The President is the Commander-in-Chief of the Armed Forces, and in this capacity he/she has control over their organisation, deployment and military use. The President is advised and assisted by the National Defence Council (CODENA), whose permanent members are the President, the Vice President, the Cabinet Ministers and the National Intelligence Secretary, and which can also be enlarged to include the Presidents of the Defence Committees of both the Senate and the Chamber as well as the Chief of Joint Staff and the CoS of the three Armed Forces. In an emergency, the President can also call on a Crisis Committee including the Defence Minister, the Chief of Joint General Staff and the three CoS.
