Deep inside the NATO exercise REPMUS 2019, MilTech discovered a small, innovative unit of the Portuguese Navy, the Celula Experimentacao Operacional de Veiculos Nao Tripulados (CEOCV or Experimental Operational Cell for Unmanned Vehicles), dedicated to special research and red teaming, with a focus on unmanned solutions.The CEOCV was founded in 2017 and placed under the direct command of the Portuguese Navy's Chief of Staff. Although the unit is not exactlysecret, its activities are rarely publicly acknowledged. CEOCV was revealed to the press for the first time during REPMUS 2019. The cell consists of "less than ten servicemen" and is led by Lt Tiago Mendes, the only person whose name can be revealed. The cell's self-baptized designation is 'Q Section,' in homage to the eclectic - not to say ever so slightly deranged - quartermaster in James Bond's world. It is tasked with four principal activities: 1. Identifying civil technologies that can be reworked by non-state actors (terrorists, militia, insurgents) in their attempts to attack Portuguese troops on overseas operations; 2. Creating improvised weapons with material found on the civilian market, to demonstrate feasibility and allow the Portuguese armed forces to assess possible countermeasures; 3. Participating in national - and some international - exercises as a 'red team;' 4.Spin-off activities in favour of Special Forces - some of the cell's technology discoveries have proven so effective that they have been adopted by Portuguese Special Forces.
