While the Biden administration certainly can not have it all in its still evolving defence strategy, it can achieve many of its goals - by moving quickly and decisively early on. As a dose of good news, a sort of lifeline, as such, exists: there are opportunities to achieve significant returns on investment from course changes in policy and budget in the Pentagon's aviation enterprise, for example.
