Today's intelligence cycle is no longer based exclusively on gathering scarce and precious information. Rather, the main challenge is to sift through the vast information flows to detect what is relevant. The impact on the sensitive domain of signals intelligence (SIGINT) is considerable. The use of electronics and electromagnetic components is practically universal. For example, according to figures recently disclosed by Thales, the share held by electronic components for land, naval and airborne systems is rapidly growing: they now account for about 25% of the value of current systems (20% for land-based systems), while the price tag of future systems will contain a 35% provision for electronic equipment. All this contributes to generate the so-called inversion of the intelligence paradigm: information is not and will no longer be a scarce resource. Rather, it will be indispensable to maintain continuous situational awareness in order to analyse the overabundant volumes of data. Maintaining a robust SIGINT capacity is a fundamental perquisite to enable forces, once engaged, to be in a position to anticipate enemy behaviour in the electromagnetic spectrum. In addition to the collection of raw information, SIGINT activities also include analysis of an adversary's pattern of spectrum use and, importantly, how it adapts when subjected to electronic attack. To this end, SIGINT experts must be able to rapidly determine, locate and characterise any radio and radar emission of interest. This is imperative to distinguish hostile emitters from those of non-combatant and allied forces. This identification and prioritisation challenge looks set to increase: the electromagnetic spectrum is becoming increasingly crowded.
