Last year, Poland spent a record 2.37% of its GDP on defence. The share of defence expenditures this represented from Poland's total state budget was 10.4%. Of these financial resources, 32.6% were devoted to technical modernisation, while just 0.54% was dedicated to research and development. For this year, Poland plans to spend €11.5 billion (2.2% of GDP), including 30.5% on technical modernisation. The all-volunteer Polish Armed Forces are expected to number some 113,000, with an additional 32,000 in the Territorial Army (TA). Formed in 2017, this is the youngest branch of the Polish military, but has been growing systematically since its inception. In March this year, it was decided that three additional TA brigades would be established: the 18th in Warsaw, 19th in Chetm and 20th in Przemysl. Its ultimate strength will be in the region of 53,000 troops. At the same time, Poland has been strengthening its operational forces with an additional unit - the 18th Mechanized Division in Siedlce, consisting of three brigades. A decision regarding its establishment was made in 2018, with the principal intention of enhancing Polish capabilities in the eastern part of the country. Initial operational capability for the division was declared in June 2020. In 2021 and 2022, Poland will start forming two mechanised battalions in Biata Podlaska, which will be subordinated to the 1st Warsaw Armoured Brigade. The 19th Mechanized Brigade, in Lublin, will be reinforced by a tank battalion and an anti-air division, both of which are already in the process of being formed. Poland has been considering the formation of a third coastal defence unit, equipped with the Naval Strike Missile (NSM).
