Very soon the European dairy industry is going to discover the strength of the Commission's commitment to a soft landing. Throughout the debate on the Health Check the Agriculture Commissioner Mariann Fischer Boel has stressed her desire to see a smooth transition to a post quota environment. What most people have taken this to mean is that the removal of production constraints should not result in a sudden price collapse. It has also been taken to mean that the Commission will not completely abdicate its responsibilities for market management during the transition period. The Commission still has the full panoply of tools to undertake this role. All the market management instruments are still in place; it just happens to be the case that all aid rates are currently set at zero. Driving aid rates to zero wasn't a conscious act of policy; it was more a matter of good fortune. The unexpected surge in prices in 2007 gave the Commission the opportunity to slash aid rates. Everybody was startled by the events of 2007 and floundered around for an assessment of what it meant for the future. The most common prognosis was that average prices wouldn't return to the levels seen in the past but prices would be more volatile.
