The WTO negotiations in Hong Kong ended with the EU being finally pushed into conceding an end date to export refunds. The conference agreed that all forms of export support should be phased out by 2013, with a substantial part realised by the end of the first half of the implementation period. This is conditional on agreement to everything else, but given that only export refunds are clearly defined in the negotiations and that work on defining other forms of export support is yet to be finalised, the outcome was a concession by the EU.
